It should be the duty of those empowered to deal with crime to seek measures and methods to prevent commission, than to inspire and manufacture it. Most of those who are responsible for the correction of crime boast more of how many unfortunates they have convicted as a means for a reputation, than how many they have helped to go straight and lead useful and helpful lives to themselves and society. SEEK MORE TO PREVENT CRIME RATHER THAN TO PUNISH IT. If the method of making criminals of 95 per cent of those charged with crime is continued, it will be only a short time when everybody in the nation will have in him, potentially, the blood of criminals.
